Frame Perimeter x Bumpers

In according with <R07>, the bumpers must cover entirely FRAME PERIMETER:

<R07>BUMPERS must provide complete protection of the entire FRAME PERIMETER of the ROBOT (i.e. BUMPERS must wrap entirely around the ROBOT).

However, the rule <R19> says that:

<R19>ROBOTS must be designed so that in normal operation BALLS cannot extend more than 3 inches inside the FRAME PERIMETER below the level of the BUMPER ZONE.

So I'd like to know if my robot could have the configuration below: (See attach file)


The <R07> says that the bumpers must cover the entire FRAME PERIMETER, but the <R19> says that the BALL could extend up to 3 inches inside the FRAME PERIMETER... it's a paradox

Someone could help us???
