Actually 400 mil is about what it costs to launch a shuttle every time, sometime more. The cost of the Endeavour, which was the orbiter built to replace the Challenger, was about 2.1 billion dollars, and that was over 10 years ago. With inflation the current replacment cost is probably larger.
