You can tell what year it is if it has the DB25 connectors or pins for the Analog/Digital IO. The 00-03 ones had a DB25 for each and a PBasic processor, the 04-08 ones had many pins. Some of them say what year they are from.

The default code should work, try uploading the Master then Default code with IFI Loader. What program are you coding with, I assume MPlab. The Program light indicates that you are probably stuck in an infinite loop, which is not good. Unless you simply pressed the Program button, which would mean that it is waiting for code.
