Yes. You may power it from either a regular 20A 12V fuse, or you can power it from the 5V camera supply, depending on the required input voltage of the switch you want to use. It can't include any wireless features.

Yes, but it can only attach to the classmate's USB port or USB hub. The expectation is that teams would use a USB to wired Ethernet device to connect to the external dashboard computer's Ethernet adapter.
