On the Project Explorer window, away down at the very bottom of the file list, you'll see "Build Specifications" and under that the default name "FRC Robot Boot-up Deployment."
- Right-click and select "Build"
- Right-click and select "Run as startup"
At the end a popup will ask if you want to reboot your robot.
The program won't be active until you do so.
