Where did you find this rule? In the manual I read,a certain rule, rule <R07> g, said that each
set of bumpers (including any fasteners and/or structures that attach them to the robot) must weigh no more than 20 lbs, which our team read as having more than one set of bumpers, but each can weigh up to 20 lbs.
Also in <R07> I, it specifically states that Velcro should not be used to fasten bumpers to the robot. It has to be a rigid fastening system.
Edit: Also, as Don said, read rule <R12>. There it specifically says that a team may create two sets of bumpers, as long as they are identical except for the color.
