In regards to the issue that you are running into, LabVIEW FRC 2010 is not supported on Windows 64 bit. It may work and it may not but it was never officially tested for Windows 64 bit. The one piece of advice that I have is to make sure that you are installing it as a 32-bit application but beyond that unfortunately I do not have any other suggestions. Another option is that you could use the Intel Classmate to program as it has the development software installed on it. I know the keyboard is a little on the small side but all you have to do is run the Mandatory Updates for LabVIEW and the Driver Station and you are ready to go.
