You used the phrase "switch to the Driver account", which makes me wonder if you're trying to log on as both Driver and Developer simultaneously, switching between them without logging off.
Don't do that.
If you have the Driver Station application running in the Driver account, it won't run properly in the Developer account at the same time. When you want to use the Developer account, make sure you log off the Driver account first. To do that, click the "Exit" button on the Setup tab.
