If the bumpers are not in the bumper zone, then your robot will not pass inspection. If your chassis won't go into the bumper zone, then you need to make it do so. <R07> specifies all you would ever want to know about bumpers--well, other than the definitions of Frame Perimeter and Bumper Zone, which can be found in Section 8.2.

Bumpers out of the bumper zone are no longer bumpers; they are violations of <R16>.
