You need to declare the camera in your program. This will cause the robot to automatically start streaming video back, as well as reserve memory for functions that have to do with the camera.

I'd advise that you check out one of the demos, like SimpleTracker. Not only does this show you how to use the camera, it's also useful as a test to make sure things are configured properly.
