Suppose your kicker fails and the "toe" stays out past 2 seconds, this results in a penalty situation. Now, suppose the failure is so major that the toe remains out the rest of the match. Will this scenario result in another penalty assessed for each additiponal two seconds interval that the "toe" remains beyond the frame?

My advice....E-Stop. If they access a penalty every two seconds than it will help your alliance to stop the madness and hit the E-Stop. IMHO, YMMV
