No, because the bumpers are less than 5" tall, it would be impossible to fill the entire area of 10" to 16" off the ground.

So for example if you have a kicker in the front of your robot that has a high loft angle, you may attach the bumpers so that way the top of the bumper is right at the 16" mark, making the bottom of your bumpers somewhere around the 11" mark. The 10" to 16" bumper zone is exactly what it is, it is a zone to put the entirety of the bumpers within.
