Drive System Sensitivity

I have read over the API and I have tried changing the sensitivity but I do not feel a significant slow down. The default is 0.5 and ridiculously small and big numbers, which does not significantly slow or speed up the robot's drive system. Neither does 0.0-1.0 Has anyone figured out how the double is used in the equation exactly?
