Sounds a lot like the main regulator is installed backwards. The arrow needs to point from the high pressure side to the low pressure side.

With a leak preventing the compressor from getting over 60 PSI you can probably hear it even over the compressor, you may also be able to feel the air from a leak of that magnitude.
