As if you havent already heard this enough, it is most likely an electrical problem. Either you are running a low voltage below 10volts, or there is a short between your batt. and ur electrical board. But is the entire cRio reseting? A locked up motor will blow the breaker, and there will be a 3 second delay for the breaker to reset, but this is only for the breakers controlling the motor, it shouldnt affect anything else on the robot.
But i will say again this reminds me of a low voltage issue; when you begin to drive the motors pull enough current to bring the voltage down low enough to cause the robot to briefly shut off.
