You need to look at the most recent rules:

5.2.1 Qualifying and Registering to Compete
64 teams will qualify for the State Championship. Six (6) teams from each district event will automatically win a spot at the State Championship:
 3 spots for the teams making up the winning alliance
 1 spot for the Chairman’s Award winner
 1 spot for the Rookie All Star Award winner
 1 spot for the Engineering Inspiration Award winner
The balance of the 64 State Championship spots will be filled by the top teams in ranked order based on their total points following the close of the district season.
