For hosting, we wrote a letter to a local place and swung some free, ad-free hosting. It has no control panel but it is always up, 24/7 ftp access, no ads, and free.
So write a letter to your ISP or someplace nearby and tell them who you are and what you need.
If you prefer buying hosting,
www.icdsoft.com seems really good. You get everything imaginable at $5 per month. However, they are in Asia so they could take you for your money and there would be nothing you could do about it: just a thought.
For domain name registration, nothing beats
www.powerpipe.com $8 a year and YOU own the name. You also get free parking and e-mail forwarding while it's parked. PowerPipe also has hosting that is decent.
