Second, <R45-A> specifically permits "all motors, actuators, and servos listed in the 2011 KOP Checklist", which includes 4 BaneBots and 2 CIMs. If you were limited to four total, <R45-A> would be invalid/contradicting.
They are different motors, governed by different parts of <R45>. CIMs are governed by <R45-C>, and BaneBots are governed by <R45-D>. <R45-C> allows up to 4 CIMs. <R45-D> allows up to 4 BaneBots in any combination of the 4 models in the KOP.
