Ok, With the new team update it all makes sense SOOOOOOOO let me answer my own question:
NO,
We may not fire the minibot at all.
We are only allowed to use a standard motor and standard battery to get up the pole.
So again if you dont beileive me check the usfirst site for the update...

We have a very close to impossible assignment. We need to build a robot in an almost impossible time frame, we need to build it with an almost impossibly strict budget, and we need to work with the minimal tools.
And yet every year we are reexcited for the challenge that will change us all.
