My understanding of this is as follows:
adhesive-epoxy, super glue,jb-weld, etc (allowed)
duct tape-adhesive + backing material (not allowed)
Now, if you wanted to make your own, you could probably get away with that, if you could find a good backing. Note that electrical tape is specifically allowed in the AHL(revised Update #2), but ONLY as an electrical insulator. Based on this, I'd say that no other types of tape are allowed. But, that's just me...
