Question # of cylinders

I wish that when I awoke tomorrow FIRST will have clarified the question of HOW MANY PNEUMATIC CYLINDERS CAN APPEAR ON YOUR BOT ? ARE WE ALLOWED TO PURCHACE ADDITIONAL VALVES? Three valves does not give us independent control of a potential 7? cyls. Since our teams design is incorperating pneumatics for the first time, this grey area of info is hurting our design process.
