According to the diagram, there are supposed to be three Nylon spacers between the sprocket and the wheel hub. And Eric is right, the sprocket becomes part of the whole wheel. So with the spacers in place, the sprocket should not be touching the wheel at all... Therefore it doesn't matter if the bore of the sprocket is smaller than that part of the wheel. The reason it looks that way on the picture is because the sprocket is covering the part of the wheel, so you can't really see what's going on behind it.
