There are new Iiko Rig zip files available at the link below. The 3ds Max zip has scenes for 2010, 2011, and 2012. The Maya zip has a Maya Ascii scene for 2010, and a Maya Binary for 2012. Happy animating!

Can it be opened using WinRar?

Also I cant download it just keeps up a continuing loading cycle.........

Seems to be downloading just fine in IE, Firefox, and Chrome... What browser are you using?

I am using Firefox.... It seems to be downloading just fine but not converting well....
When I try to open the file, it asks me to find a program to open it and I cant put it into .max format

It is a zip file... what do you have to open zips? Personally, I use 7zip, but anything will work.
