Axis Camera Connection Issues

We have run the camera setup, set the FRC account name and password to FRC. We set the root password to admin. When we connect to the camera IP when it's plugged in it shows on the live video feed. When we unplug the camera and plug it into the 2nd ethernet slot, though, the dashboard shows no video and gives us an error. Everything else about the robot works, programs run fine and everything. Here is the error:

FRC: Operation failed due to a communication failure with the camera.

We're using the crossover ethernet cable to plug it in, the lights on the crio ethernet slot light up and everything. I just have no idea what else could be going wrong. Any help is appreciated.

The camera defaults to being plugged directly into the DLink, not the cRIO.

Both the cRIO and Dashboard expect to find it there.
