They've been around for a while! I always seem to forget about them every year until they appear at the top of the page, but they always make my day a bit better

If you want, you can use this thread to add Valentine's spotlight suggestions for the 2012 game.

The way to actually have them considered is to send a private message to Brandon Martus and ask him to add your spotlight suggestion to the Valentine spotlights. He won't necessarily accept them but he seems to add a fair amount each year.

I'll start with an example :

I'd jump through hoops to get to you!

So, if I like my spotlight suggestion, I will send it to Brandon and ask him to consider adding it. You can write more than one in your post and you can submit more than one suggestion. This also makes for a fun thread to read.
