First thing I would try would be to create an exception for NetBeans through the computer's firewall. Failing that, try disabling the firewall entirely.

I remember seeing this last year, and I'm sure it was just a simple fix like rebooting the cRIO and the computer.

I got rid of it by resetting the cRIO.
