It's a magnetic right-angle jig for welding. Very common for setting up right-angle pipe joints. Like this one:
They are a bit problematic though. I hope you double-checked them for squareness after tacking and welding! |

I might be mistaken but I believe its a magnetic welding angle. I assume that because the ends of the pipe look like they've been prepped for welding.
