Bumpers and frame parimeter

Is the bumper included in the 112 inch frame parimeter or not?

In sections R02 and R03 of the FRC Manual, the dimensions of the Frame Perimeter and the Bumber Perimeter are discussed. In R03 The Manual says to measure the perimeter with a string wrapped around the robot Bumper Zone. Does this measurement for the Frame Perimeter encompass the bumpers as a part of the measurements for the Frame Perimeter or just as a reference for wrapping the string around, and the Bumper Zone does not count as the perimeter of 112 inches.

It's not, the bumper surrounds the frame perimeter.
