54" perimeter clarification

In the past year's rules, an appendage could only protrude from the frame perimeter a given distance.

As I understand the rules this year, after the match starts a robot's appendage (eg. frisbee gathering device, hooks for climbing the tower, etc.) can extend and remain outside the frame perimeter as long as everything (robot, bumpers and appendages) remains in the 54" cylinder.

Is this a correct interpretation of the rule?

So your interpretation is right. As long as the robot always fits inside of a 54" cylinder, you'll be fine.

Question Re: 54" perimeter clarification

Does the 54" refer to just the frame or does this include the width of the bumpers? In Rule 4.1.1.3 R03, it states that the PLAYING CONFIGURATION horizontal dimensions may not exceed 54" By definition, the PLAYING CONFIGURATION refers to the robot's dimensions while in play which would include the bumpers.
