As long as they meet all other requirements for pneumatic cylinders, then yes. If you're ordering them New (not Used) then it's a pretty safe bet they'll be COTS cylinders and thus legal.

You may also wish to check Mcmaster.com for prices and delivery window. Its unlikely they are cheaper than amazon but they might be able to get it to you tomorrow if you absolutely need it.

If they are the same size and used in the same mechanism, you can put a tee fitting in the output of the solenoid to make both actuate at the same time.

It depends on the cylinder, but most cylinders have 2 air inputs, so a Double Solenoid would be appropriate.

They actually use identical bodies, but the double replaces the return spring with another energizing coil. Why we choose one over the other has to do with how their behavior differs. A single solenoid has a spring return to a home position. It is energized to move it to the opposite position and will automatically return to it's home position when the energy is taken away.
It stays in whatever position it was last ordered to.
