Is this problem only with BAG motors from the KOP? If I bought a motor from VEX right now would it have this problem?

I see no where in the update where it says "you can take the robot out of the bag" so no you can't perform it at home if you want to attend another event.......

Well, some teams may have whatever uses a BAG outside their bag (har de harr).

And, as a COTS part, one could have kept it out of the bag, and it wouldn't count against the withholding.

Unless it was part of an assembled assembly, in which case it becomes a FABRICATED COMPONENT.
