[Division Notifier] Text messages for divisions

Division Notifier is back for 2014. Division Notifier will send you a text message when divisions get released, letting you know what field your team is playing on.

There's support for US/Canada, Mexico, Brazil, the Netherlands, and Israel. If you want a country code added, send me a private message and I'll add it.

For IE users: The place holder text in the fields probably won't show up for you. The first field is a phone number, the second field is your team number

Zach, thanks again for what you do. There is so much good stuff out there for FRC robonuts by FRC robonuts; it is amazing what has developed over the past 3-5 years.
