Problem downloading firmware to roboRIO

When we try to download the firmware to the roboRIO we get the message "There was a problem updating the firmware for this device". At first we were getting a progress bar before we got this message. We cycled the power on the roboRIO and now we get this message right away. We have tried three different laptops, IE and Firefox. We would appreciate any ideas.

Is the ethernet cable plugged in?
If I remember correctly, wpilib website says to not have the ethernet cable plugged in.
If that isn't the problem, try a different USB.
