Team 5706 is an unknown quantity at this point
Are bumper lengths counted in the frame perimeter?

The rules state on page 48,
"A. total length of the FRAME PERIMETER sides must not exceed 120 in. (see Figure 4-1 for
examples), "
Then on page 57,
"ROBOTS are required to use BUMPERS to protect all outside corners of the FRAME PERIMETER. "
Does this mean that bumpers aren't counted in the frame? My team would like some clarification.

No, the definition of FRAME PERIMETER excludes bumpers.
