Frame Perimeter Protrusions?

We are looking at our frame perimeter and our ball intake wheel sticks out 1 inch from our frame. The wheels are also located in an opening in our frame. Is this legal or not? Thanks.

I can't see a picture, so I can't fully comment, but here are some things to keep in mind:

1" for a wheel is probably going to be too much for a "minor protrusion". That intake wheel will define the Frame Perimeter. Unfortunately, it's active, so that would be an articulated Frame Perimeter, so it's illegal.

I suggest a redesign...

Does the wheel move and if so in one position does it fit inside the frame? If not then time for a last minute redesign.
