Drivers in the Spy Box???

I was looking through the game rules for this year, when two particular rules caught my eye. They both dealt with the Spy Box, particularly rules G-9 and G-35. Both of these rules seem to state that instead of a putting human player in the Spy Box, you can have a driver, who can control the robot? Can someone please clarify what this means exactly? Because this seems really weird. It appears that from my interpretation you could have a Driver's Station in the Spy Box.

there is no way to connect the driver station in the spy box to FMS. however, it is written such that you could use a vision system to look at the spy and the robot could be controlled by the spy in that manner.
