Vex 393 motor
Are they legal? I and guessing no because they don't say they are. But we would like to use one if we can.

Part of R29 specifically states that "these are the only approved motors". VEX 393 isn't in the list.

Would they be considered a PWM COTS servo (R29)if powered solely by the RoboRio??

Given that it's sold as a motor and not a servo, my inclination would be "no".
