Team 111 code release for 2016

After a few weeks off, got all of our software back in line. Here is the software for the 2016 game. It resides in 2 repositories: 2016_robot_software and Core_framework.

2016_robot_software contains the game specific robot sub-systems, inputs, and outputs. Core_Framework contains the reusable generic robot software framework. The 2016_robot_software project has a dependency on the core_framework project when building and deploying.
