How does a team apply for the control system (LABview) beta on TeamForge?

They usually make an announcement of the FRC blog. The deadline has already passed for 2017.

You can contact one of those teams to get a presentation on how it all works and what's new, as that's part of what these beta teams are supposed to do. Most will be happy to show you around.
