Gears in the Kit of Parts?

The FRC 2017 kit of parts says that it contains 2 gears. When I first opened it up I thought this was true until I began to watch some of the field explanation videos on youtube. In those it appears that the gear is much thicker than the ones I received and did not have a hollow side like the ones in the kit of parts.
Upon further inspection, I realized the two gears I had fit together back to back to form one gear. Did this happen to anyone else? Is a gear one half and the fact that they fit together is a coincidence? Or is it both halves fitted together?

Based on this page I feel that they are meant to be assembled into one piece.

The two gear halves get assembled into a single gear. There is a small bag in the KOP which contains the screws.

The KOP list states "half" under the gear. So two halves.

3. Organize the shop
4. Help people find parts when they need them
5. Find parts to order and give the detailed list to the coach in charge of buying the parts
6. Keep track of team updates, Q & A responses and FIRST blog posts
7. Be active on CD
8. Plan and execute drive team strategy
And more that won't fit on this list...
