As long as it isn't the one in the opponents launchpad, yes.

An idea being thrown around is to have a "chaos bot". This bot would dump the hoppers in the beginning of the match to not only deny those points to opponents, but also create obstacles on the field for less sturdy drive bases.

With the bumper zone so low this year (0-7"), the maximum space between the bottom of the bumper and the floor is about two inches. Five inch balls shouldn't be rolling under bumpers too often.
