Torsion Spring Specs

We are looking at various counterbalancing options including torsion springs. I don't understand the MSC specification for the torsion springs. MSC specifies torque at 1/2 leg length which I don't understand. How do I calculate the torsion spring constant, torque/deflection angle, from the MSC spec?
