Robot Start Position

Today I was watching the webcasts and I noticed robots starting in many diferent locations in the alley next to the ramp. I even saw some that started right up against the 14'' divider bar. I had no idea this was leagal. Could someone please clarify whether this is leagal or do the judges just not care?

There was a round where a team had to push ther bot into the zone because they had it so close to the edge.

Having the bot be placed anywhere adds a little more strategy in the game.
