Springs?

Are we in any way regulated as far as springs go this year? Or are we free t do whatever we want provided its safe?

Pretty much I think it's whatever is realistically safe. Don't pull out an enormous 4 foot long spring and compress it to launch your cable over the bar. Mainly just do what we have done in the past and stay within safe limits. Don't over stress the spring as that can be safety hazard.

Just remember rule G08 - Mechanisms which interact with the Pull-Up Bar are limited to a maximum tip velocity (relative to the ROBOT) of 10 feet per second.

So "launching" anything (in terms of a cable or tether) more than a 1.5 feet away from the bar vertically (or slightly more at an angle) is not possible under the rules.
