Exclamation RC program state problems

We are having trouble loading our software onto the RC and having it run properly. After loading it and the PC reporting a succesful transfer, the program state continues to stay yellow. Pressing reset turns it to green, but as soon as the tether is plugged in to it and the OI, it turns yellow again. We have tried following the directions mentioned here to no avail. Nothing responds or works and the RC says says that RC mode is disabled (the last LED is red). Any help would greatly be appreciated.

See if any of these suggestions help any:

Have you run the original default program before?
Have you tried downloading the original .hex file?
Have you set your team #?

We haven't got any code to work. The .hex we are trying to download to it has only some reassignments of pins and such, no actual code changes. Regardless, i will tell the programmers to try just the plain old default code. Thanks.
