I was wondering if a brain can store information, such as sensor data, that it recieves while it's on and running a program. This would be very useful for writing "learning" code, and I would like to look into it. If not, is there a way that we can interface the brain with an independent flash memory that it can access?

Yes, the RC has EEPROM that will store data even after power is removed. See this thread for info on how to write to it:
