Internet Fragmentation?

So i've been reading on /. about how the EU wants control of the DNS servers (which are currently under ICANN control, who are contracted by the US Department of Commerce) Now the EU is claiming that if a solution isn't found at the Tunisia meeting next month, the internet will almost surely be fragmented. Imagine having to go to 216.239.57.99 anytime you wanted to search for something... what do you think will happen?

I'm sure if this happens, some people will throw together their own alternative DNS to bridge the split DNS's.

Haha... what a joke, the EU trying to control the internet. They'll have to concede at some point. If they fail to see that the internet is not the plaything of specific world governments, then the internet fragments, and they're in a lose-lose situation. Data begins to be cached by Google by IPs, copyright law becomes a pain, and domain names are only in existance for the convenience of users in a specific region. If it happens, it would probably not last long, for the possibility of a complete political split in the EU.

Strangely reminds me of 1984 Oceania anyone? :-P
