Not necessarily. As I mentioned in the 2006 Hints? thread, it may be that the amount and abilities of human players may be determined through the course of a match -- perhaps by requiring the completion of some autonomous goal in order to bring the human player into the game.

Something on the order of: If in Autonomous mode your robot performs skill "X" it allows the "Fox in the Hen-house"??? The fox being your Human Player?
I love that idea!! That would go a LONG way in encouraging teams to come up with an autonomous mode routine. As we all know, that has been one of Dave's goals for a long time.
