So are we not allowed to use 2 motors to drive each side of our robot this year? I know in past years, we have used a CIM motor and a FP motor w/ planetary gearbox. But it says we can only use one motor. Will this rule have to be revised?

No, it just says you can't attach two motors to the victor - you just need to send the same PWM to two different victors so you can have the two motors on the side (this has always been the case).
