I know the alliances decide where the robots will be placed. but is there a point where the refs get to position the robots? and after the teams have placed them can the refs move them within the square the robot has been placed?

The refs will only move your robot if you use something not part of the robot to line it up (like a tape measure, ruler, template, etc.)
